The State Board of Education released school A-F grades for the 2015-2016 school year.

After the ISTEP+ panel issued its final report, the Legislature has a year to plan and implement a new test, against the advice of experts.

The General Assembly voted to eliminate the current ISTEP+ by 2018, after parents, teachers and legislators voiced overwhelming dissatisfaction with the test.

The 23-person panel comprised of educators, parents, legislators and other stakeholders will submit their plan to the legislature as a recommendation.

School 103 on the Far Eastside was the first failing IPS school restarted under a controversial law allowing the district to partner with outside groups to independently run a school. Only 4.6 percent of students passed both portions of ISTEP exam in 2016 -- a five point drop from when when IPS ran the school.

Indianapolis Public Schools saw drops in ISTEP scores at the vast majority of schools. Scores fell across the state, but the situation was worse in IPS, where the passing rate went down by 4 percentage points to 25.3 percent in 2016.

Fifty-two percent of students passed both the English Language Arts and Math sections of the test. This is compared to 53 percent in 2015.

The group decided on a two-fold recommendation including broad ideas for writing a new assessment system, and details on how to achieve those ideas.

The pushback comes as top panel members have said Indiana will likely delay any changes until after spring 2018,

The plan is just one design the ISTEP committee could consider sugesting to the 2017 General Assembly next legislative session.
