Members of the Indianapolis City-County Council voted Monday night to hold yet another vote on its president. Stephen Clay is under attack by fellow Democrats for allegedly making backroom deals to get elected.

Chief Bryan Roach told members of an Indianapolis City-County Council committee Wednesday that witnesses and victims feel unsafe.

Funding the program will require City-County Council approval. The mayor says it would not impact the 2018 city budget.
