A maintenance man accused of killing a teen at her apartment complex on the northeast side of Indianapolis was officially charged with her murder.
Prosecutors charged 34-year-old Tevis Walker Wednesday, Nov. 8, with one count of murder in the shooting death of 15-year-old Janiya Carr on Oct. 28.
Walker appeared in court Nov. 8; a judge ordered no bond until his trial.
Maintenance worker alleged murdered missing teen
According to the affidavit, video from Carriage House East Apartment Complex was recovered by law enforcement.
It shows that on Oct. 28 at approximately 4:15 a.m., Carr was walking on the 4100 block of Newburgh Drive in the apartment complex.
She was wearing ripped blue jeans, black hoodie, black shirt. She also wearing black and white Jordan shoes while carrying a black purse and talking on a cell phone.
IMPD Detective Jeremy Ingram wrote in the affidavit that a 2018 black Kia Optima approaches her and stops.
“The subject appears to stand at the open front passenger door then climbs into the passenger side. At 5:18:39, there is what appears to be a muzzle flash that can be seen near the top of the rear passenger window,” Ingram wrote.
The vehicle is captured on video as it exits the complex with the license plate numbers registered to Walker.
It was confirmed that Walker was the new maintenance person for Carriage House East. He lives in the apartment complex near where Carr’s body was found.
Walker had an outstanding Florida warrant for narcotics and a handgun offense as well as unidentified warrants from Georgia, according to the affidavit.

Gene B. Glick Company, Carriage House East’s management company, provided the Indianapolis Recorder with a statement on the shooting:
The Gene B. Glick Company was shocked and deeply saddened by the fatal shooting of Janiya Carr, a teenage resident of Carriage House East in Indianapolis. We mourn with her family and friends and our entire Carriage House East community over this senseless tragedy.
A Carriage House East employee has been arrested for this crime, and we are working closely with IMPD to actively assist with the investigation. Our community’s private security force, comprised of off-duty IMPD officers, has been working with and providing information to IMPD and their detectives and investigators.
The company said Walker was hired in June 2023 after passing a state and national background check administered by a professional screening company.
These checks did not reveal his pending charges in Alabama and Georgia; the company made an inquiry into its background check provider for further explanation.
Walker faces a maximum of 60 years in prison if he is found guilty. He is due in court for a jury trial in February 2024.
