The city, in partnership with the Indiana Department of Transportation, is opening up a two-week survey for residents to share their thoughts on the appearance of wall barriers, fencing, and ornamental lighting.

The Indiana Department of Transportation has released the final environmental impact statement for last section of Interstate 69.

The state reached an agreement last month with private developer I-69 Development Partners and its bondholders to take over construction of Section 5.

The action finalizes an agreement the state announced two weeks ago. Under the arrangement, the IFA will reimburse the developer's bondholders for $246 million and the Indiana Department of Transportation will take the project over by the end of July.

INDOT will assume primary control of Section 5 construction, between Bloomington and Martinsville, by the end of July.

The Indiana Finance Authority sold $244 million worth of tax-exempt private activity bonds in 2014 on behalf of I-69 Development Partners, the 21-mile section's private developer.

Mayor John Hamilton says he's "exceedingly frustrated" by the conflicting information about the project's time-table for completion.

The state estimates it may need to buy up to 279 homes and 96 businesses to complete the Intestate 69 extension.

The Morgan County Sheriff's Office says 31-year-old James R. Baker was taken into custody without incident Wednesday afternoon.

Police are searching for 31-year-old James R. Baker. He was last seen around 4:15 a.m. Tuesday.
