Indianapolis is among the worst in the country for energy efficiency, according to the report by the American Council for an Energy-Efficient Economy. Transportation is a main factor contributing to Indianapolis’s low score as it makes up about third of the city’s total carbon emissions.

The goal of Justice 40 is to make sure at least 40 percent of certain environmental grant programs benefit disadvantaged communities. But disadvantaged can mean many things and, so far, Indiana hasn't prioritized Black and Brown communities for electric vehicle charging stations and water infrastructure improvements.
