Twin Aire, a neighborhood on the southeast side of Indianapolis, was a thriving, popular place in the 1950's. But it’s been in steep decline ever since, especially after the Citizen’s Energy coke plant closed about ten years ago.
Indianapolis city-county councillors recently approved plans for a massive new jail complex to be built on the empty site the coke plant inhabited.
The mayor’s office pitched the project as a vehicle for criminal justice reform, touting the inclusion of a mental health facility. And it pitched it as an economic stimulant for the area.
