A five-year plan to end homelessness in Indianapolis was revealed this month. The plan calls for an increase in what’s called permanent supportive housing. The approach made national headlines in 2015, when Utah announced its own housing initiative reduced homelessness by 91 percent in a ten year span.
WFYI’s Drew Daudelin sat down with Lloyd Pendleton, who led that project, to find out why the idea hasn’t taken off in other states.
