Some health policy experts argue the information presented by the state on its application to renew its Healthy Indiana Plan actually shows that the program is not working as well as it should.

Indiana law, unlike many states, allows the courts to involuntarily commit people to a treatment facility for substance abuse, not just psychiatric disorders. But that power is rarely used because of a lack of resources.
