In a letter, Vermont Sen. Bernie Sanders and Maryland Rep. Elijah Cummings criticize three insulin manufacturers -- including Indianapolis-based Eli Lilly -- for skyrocketing insulin prices.

The experimental prevention program would be the first of it's kind to receive Medicare coverage.

The institute plans to focus on heart disease, diabetes and nutrition. It formed in 2013 and already has $50 million on hand from a state grant and private donations.
