The city of Richmond is considering paying solar customers with excess power the lower wholesale rate plus 25 percent, rather than the higher retail rate.

Indianapolis, Jeffersonville and Richmond are each getting $300,000 to either assess and clean up contamination or redevelop cleaned-up sites.

The unit is part of a Wayne County plan to identify highly at-risk people with addictions when they are treated for overdoses by the emergency room at Reid Hospital in Richmond.

The $1 million Hult Prize went to team Magic Bus, a group that met as undergraduates at Earlham College. By cutting wait times, the bus crew could make customers happy - and boost their own income.

Wayne County ranks fourth in the state in Hepatitis C cases. They will work with Centerstone and Reed Health regional hospital to fund and staff the program.

Hospital representatives say 23 babies were born with an opioid addiction through the first four months of this year.

Offenders arrested for using or possessing small amounts of drugs and other petty crimes driven by drug use will be given the choice to take part in the program.

Separate meetings will be held for students, staff and faculty. An all-campus meeting will complete the day's events.

The Natural Resources Commission on Tuesday approved the Wapi-nipi Nature Preserve in an area southwest of Richmond. Wapi-nipi is the Miami Indian word for the Whitewater River.
