IPL says it needs more money to cover operating expenses and revenues. Some say the company painted a different picture for shareholders just weeks before filing the request.

A group of residents involved in a controversial and complex zoning case were denied their last chance to take part in negotiations.

The group would include citizens, city councilors, and members of the State Senate and House of Representatives.

More than a dozen people protested at the meeting. Many are owners of hotels they say would fail the city's test.

Mayor Joe Hogsett asked for the funding request to be fast-tracked so the city could address the issue more quickly.

The council heard a $14.4 million proposal at a special meeting, giving them the required 10-day public notice before voting at their scheduled meeting on March 12.

Clay announced his resignation minutes before the Council's full meeting Monday night - the meeting in which Democrats were planning to vote him out of the position.

Democrat Zach Adamson, council vice president and vocal opponent to Stephen Clay, says he's confident the vote will still happen on Monday.

The lawsuit states that Clay violated state law when he terminated staff members without the authority of the full council.

Last week Clay fired the council clerk and the clerk's assistant. The following day, he says, city documents were found destroyed in a paper shredder.
